Reducing Dwell Time; Customs Clearance Moved to Cikarang
The Coordinating Minister of Maritime Affairs Luhut Binsar Pandjaitan said that customs clearance procedures will soon be conducted at Cikarang Dry Port instead of Tanjung Priok Port. He believes that it will reduce cargo dwell time to 3 days.
“If it materializes, dwell time can be cut to 2-3 days,” Luhut said at the BPPT building in Central Jakarta, Tuesday, October 18, 2016.
Customs clearance procedures, which include inspection and quarantine, will be conducted at Cikarang Dry Port, leaving Tanjung Priok Port with only loading and unloading services. “Upon unloading, [goods] will be transferred directly here [Cikarang Dry Port],” he said.
The government even plans to deliver goods from Cikarang Dry Port to the door of recipient’s premise. Any kind of export will not require the exporter to transport their goods to the port as the government will pick them up. “The owner will only have to pay [for the service],” Luhut said.
He sees it as a solution to reduce traffic jams because goods to be taken to Cikarang will be transported by train.
Yesterday, Luhut invited stakeholders to discuss customs clearance procedures. State-owned port operator PT Pelindo II president director Elvyn G. Masassya, who also attended the meeting, said that further coordination would be needed among relevant parties, such as the Directorate General of Customs and Excise.
In addition to developing infrastructure, the government also needs to inform stakeholders about the plan. “It will be [done] next year. We will first disseminate it, set up the infrastructure,” Elvyn told reporters after the meeting.
